National carbon dioxide marketplace moving closer to reality

A proposal for a 20% reduction in carbon dioxide pollution by 2020 has been unveiled in U.S. Congress in what’s being hailed as the first major move forward in the complex effort to set up a system to regulate greenhouse gas emissions.
